Recently, the Ministry of Industry and Information Technology, the State Administration of Market Regulation and the National Energy Administration issued the "Transformer Energy Efficiency Improvement Plan (2021-2023)" (Gongxinting Lianjie [2020] No. 69, hereinafter referred to as the "Plan"). The relevant content of the Plan is now interpreted as follows:


1. What is the necessity of formulating and implementing the Plan?


Transformers are the basic equipment for power transmission and distribution, and are widely used in industry, agriculture, transportation, urban communities and other fields. There are about 17 million transformers in operation in my country, with a total capacity of about 11 billion kVA. Transformer loss accounts for about 40% of the power loss in transmission and distribution. According to estimates, the annual power loss is about 250 billion kWh, which has great potential for energy saving. Since the "Thirteenth Five-Year Plan", the Ministry of Industry and Information Technology has actively promoted the continuous improvement of transformer energy efficiency, and formulated and implemented the "Distribution Transformer Energy Efficiency Improvement Plan (2015-2017)" in conjunction with the former General Administration of Quality Supervision, Inspection and Quarantine and the Development and Reform Commission to improve the supply of raw materials for high-efficiency transformers. Capacity, consolidate the foundation of industrial development, increase promotional efforts, released several batches of "National Industrial Energy Conservation Technology and Equipment Recommended Catalogue" and ""Energy Efficiency Star" Product Catalogue", and recommended 437 kinds of high-efficiency transformers to the society. On June 1, 2021, the "Power Transformer Energy Efficiency Limits and Energy Efficiency Grades" (GB 20052-2020) will be officially implemented. Compared with the current standard (GB 20052-2013), the loss indicators of various transformers in the new standard will drop by about 10~ 45%, which is better than the relevant standards of the European Union and the United States. Implement a new round of transformer energy efficiency improvement plan, promote the optimization and upgrading of the transformer industry chain, and accelerate the improvement of transformer energy efficiency, which will help reduce power loss in transmission and distribution, improve the energy efficiency of power-consuming enterprises, and further promote green, low-carbon and high-quality development. High-efficiency transformer market supply and growth of green new kinetic energy.


二、《计划》的主要目标是什么?


The "Plan" focuses on the production and application of high-efficiency and energy-saving transformers, and puts forward quantitative and qualitative goals. On the one hand, the proportion of high-efficiency and energy-saving transformers operating on the grid continues to increase. By 2023, the proportion of high-efficiency energy-saving transformers (power transformers that meet the energy efficiency standards of level 1 and level 2 in the GB 20052-2020 "Energy Efficiency Limits and Energy Efficiency Grades of Power Transformers") in the grid will increase by 10%, and the number of new high-efficiency energy-saving transformers will be added in the year accounted for more than 75%. On the other hand, the transformer industry chain has been optimized and upgraded, and the supply level of high-efficiency and energy-saving transformers has been improved. Focusing on the fields of R&D and design, manufacturing, operation and maintenance, and consulting services of high-efficiency and energy-saving transformers, promote the application of a batch of key core materials, components, and process technology equipment, form a batch of backbone advantageous manufacturing enterprises, and cultivate a batch of green manufacturing system solution suppliers , Significantly improve the modernization and greening level of the industrial chain supply chain.


3. What are the main tasks of the Plan?


One is to accelerate technological innovation and industrial application. Strengthen key core technology research and development, upgrade material innovation and technology for high-efficiency energy-saving transformers, focus on solving high-voltage bushings of transformers and other bottleneck problems, strengthen structural design and processing technology innovation of high-efficiency energy-saving transformers such as three-dimensional wound core structures, and improve transformer digitization and intelligence and green levels. Strengthen the main position of enterprises in technological innovation and improve the innovation capability of the industrial chain.


The second is to enhance green production and supply capacity. Guide the production equipment of transformer enterprises to develop towards automation and intelligence. Enterprises are prohibited from producing and selling transformers that are lower than the requirements of the new national energy efficiency standards. Increase the proportion of high-efficiency energy-saving transformers used in emerging fields such as renewable energy, rail transit, data centers, etc., release and cultivate a number of green supply chain demonstration enterprises, and build a number of high-efficiency energy-saving transformer manufacturing clusters.


The third is to increase the promotion of high-efficiency and energy-saving transformers. From June 2021, new transformers must meet the requirements of national energy efficiency standards, encourage the use of high-efficiency energy-saving transformers, and increase the application proportion of high-efficiency energy-saving transformers in industries, communications, construction, transportation and other fields. Organize and carry out national major industrial energy conservation supervision, and promote the elimination of low-efficiency transformers. Promote power grid enterprises to formulate and organize the implementation of low-efficiency transformer elimination plans. From June 2021, newly purchased transformers should be high-efficiency and energy-saving transformers.


The fourth is to consolidate industrial service capabilities. Through the comprehensive implementation of energy-saving diagnosis, the "energy-saving service to enterprises" activity will be carried out to strengthen the connection between supply and demand and accelerate the transformation and upgrading of transformers. At the same time, through services such as energy efficiency labeling and transformer energy-saving certification, public service agencies are promoted to evaluate the service quality of transformers in their entire life cycle. Encourage energy-saving companies to provide one-stop contract energy management services to enterprises through innovative cooperation models.


4. What safeguards are there to promote the implementation of the Plan?


One is to strengthen the organization and implementation. The Ministry of Industry and Information Technology, the State Administration for Market Regulation, and the National Energy Administration are jointly responsible for the organization and implementation of the Plan. Relevant departments at the provincial level earnestly provide guidance and services, clarify the time schedule, and do a good job in the implementation of tasks. Encourage relevant industry associations and central enterprises to formulate specific work measures in accordance with the goals and tasks determined in this plan, combined with the actual situation of the field and the enterprise, and advance in an orderly manner to form a joint force.


The second is to increase policy protection. Establish and improve the standard system for high-efficiency energy-saving transformers, make full use of existing funding channels to support the development of high-efficiency energy-saving transformer industries, and support qualified enterprises to apply for preferential policies such as financial support, tax incentives, financing guarantees, and insurance compensation in accordance with regulations. Improve the government's green procurement system and encourage purchasers to give priority to purchasing high-efficiency and energy-saving transformers.


The third is strict supervision and management. The Ministry of Industry and Information Technology, together with the State Administration of Market Supervision and other departments, has strengthened source management, prohibiting enterprises from producing and selling transformers that fail to meet the energy efficiency limit value requirements, and enterprises that fail to rectify on schedule or still fail to meet the standards after rectification shall be included in the credit record of dishonesty in accordance with laws and regulations . Power grid enterprises should prohibit transformers that do not meet the requirements of energy efficiency standards from being connected to the grid.


The fourth is to optimize the market environment. Give full play to the role of relevant industry associations, scientific research institutes and consulting agencies. Strengthen international policy exchanges and academic discussions, and promote energy efficiency benchmarking and mutual recognition of standards for high-efficiency and energy-saving transformers. Encourage key advantageous enterprises to actively expand the international market, strengthen industrial cooperation with countries along the "Belt and Road", and enhance the international influence and competitiveness of high-efficiency energy-saving transformers.
