Transformer Energy Efficiency Improvement Plan (2021-2023)
Transformers are the basic equipment for power transmission and distribution, and are widely used in industry, agriculture, transportation, urban communities and other fields. There are about 17 million transformers in operation in my country, with a total capacity of about 11 billion kVA. Transformer loss accounts for about 40% of the power loss in transmission and distribution, which has great potential for energy saving. This plan is formulated to accelerate the promotion and application of high-efficiency energy-saving transformers, improve the efficiency of energy resource utilization, and promote green, low-carbon and high-quality development.
1. General requirements
(1) Guiding ideology.

(2) Development goals.
By 2023, the proportion of high-efficiency energy-saving transformers [power transformers that meet the energy efficiency standards of level 1 and level 2 in the newly revised "Power Transformer Energy Efficiency Limits and Energy Efficiency Grades" (GB 20052-2020)] will increase by 10%. Increase the proportion of high-efficiency and energy-saving transformers to more than 75%. Focusing on the fields of R&D and design, manufacturing, operation and maintenance, and consulting services of high-efficiency and energy-saving transformers, promote the application of a batch of key core materials, components, and process technology equipment, form a batch of backbone advantageous manufacturing enterprises, and cultivate a batch of green manufacturing system solution suppliers , greatly improving the modernization and greening level of the industrial chain supply chain.
2. Main tasks
(1) Accelerate technological innovation and industrial application.

Develop high-grade oriented silicon steel sheets, high-voltage and high-power insulated gate bipolar transistors (IGBTs), ultra-clean cross-linked polyethylene (XLPE) insulation materials, UHV DC bushings, amorphous alloys, new alloy windings, and environmentally friendly insulation Oil, insulating paper (board), silicone rubber and other high-efficiency energy-saving transformer materials innovation and technology upgrade. Strengthen the structural design and processing technology innovation of high-efficiency energy-saving transformers such as three-dimensional wound iron core structure, insulating parts, low-loss wires, and multi-step stacked joints. Carry out intelligent operation and maintenance and full life cycle management technology innovations such as refined reactive power compensation technology, wide-width arc-free on-load voltage regulation, intelligent tap changer, intelligent fusion terminal, and status monitoring visualization, and improve the digitization, intelligence, and greening of transformers. level.
2. Improve technological innovation capabilities. Strengthen the dominant position of enterprises in technological innovation, give full play to the leading role of key enterprises, build a number of enterprise R&D centers and manufacturing innovation carriers, strengthen the research and industrial application of key common technologies of transformers, and improve the innovation ability of the industrial chain. Focus on the needs of emerging fields such as renewable energy and new infrastructure, promote the construction of technological innovation platforms and public service platforms with enterprises as the main body, market-oriented, and a combination of government, industry, academia, research and application, carry out systematic collaborative innovation and integrated innovation, and accelerate breakthroughs in major cores Technology to create new advantages for future development.
(2) Improve green production and supply capacity.

Encourage equipment manufacturing enterprises to accelerate the improvement of the automation and intelligence level of production equipment such as lamination shaping, coil core winding and assembly, and coil winding, and promote the quality improvement and large-scale application of core components and special software for transformer manufacturing equipment. Support transformer manufacturing enterprises to adopt advanced and applicable technologies, optimize product structure, promote green design, green manufacturing and green management, and continuously improve the production quality and green supply level of high-efficiency and energy-saving transformers. Enterprises are prohibited from producing and selling transformers lower than the national energy efficiency standards.
